Future Plan
  • Explain the idea to the Authority what I learnt from the work-shop.
  • As the Research and Publication Officer, I shall collect other countries information on the PWDs issue through web-site and use it.
  • I shall try to influence the authority to prepare an accessible Website for the PWDs
  • I shall submit a proposal to incorporate the Website Making technique in the training module of the National Academy of the Department of Social Services.
Comments on Workshop
  • Workshop should be expanded for at least 4 weeks.
  • More study tours should be included.
  • Cooperation, guidance and performances of APCD authority, trainers, resource persons from NECTEC are excellent

I have a future plan to make accessible website networking for PWDs in my country. The plan is given below:

  • To introduce properly web-based networking to PWDs
  • To develop website
    1. High Technology
    2. Easy Accessible
    3. Good Networking
    4. Resourceful regarding PWDs' issues
  • To establish ICT training center for PWDs in remote places
  • To make accessible ICT environments
  • To expand ICT training program for PWDs
  • To make ICT training cost in reaching of PWDs
  • To make a web-based network family everywhere

As I have been closely associated with BPKS efforts, I intend to fulfill and implement the objectives of Web-based Networking vision and mission through BPKS programs. So, my commitment and determination is that I will undertake the all-possible responsibilities to achieve my vision a mission for establishment of equal opportunities, equal rights and equal participation of the disabled people from grassroots to national level.

I strongly believe that achieved knowledge and expertise from this training would benefit me, my organization BPKS and the PWDs of Bangladesh.

So I have a plan to utilize properly web-based networking training experiences in near future. My goal and personal commitment will involve the promotion of ICT accessibility for Persons with Disabilities in National and International level.

On the plan in my future, I will continue surveying in my country on web sites. I would like to set up projects, Training programs on Microsoft Word etc. about disability for whom without a job, it will be easy for them to find jobs, because many disabled people in Cambodia don't have a job.

I think I don't have time to write a lot of information a bout my country, which has problems with disability.

The web-based networking workshop program has been a very rewarding and fulfilling experience both from a professional and personal perspective and I am grateful to all those who have made it possible for me to participate in it and enrich my experience. It has allowed me the time and opportunity to look at my work in a new light. Many new ideas for ICT accessibility have been generated. The experience has also enriched my personal life and allowed interaction with accomplished people from the other Asia-Pacific developing countries. Over the last two weeks many new and lasting friendships have been bonded. The initially perceived goals of the workshop, both in terms of creating website for PWDs as well as broadening perspectives, have been more than fulfilled. The workshop was very well planned and the people putting in together, not only need to be congratulated on their professionalism and efficiency, but on providing a personal touch in making us feel welcome and important. Hospitality arrangements and professional training courses provided a unique opportunity to promote my understanding and ability concerning website designing and ICT accessibility for PWDs.

Before my arrival in Thailand I knew little about networking and web-site designing, etc. The training courses teach us so many valuable information and technology, such as HTML, XHTML, Accessible web site Design, Accessibility Evaluation, and so on. Upon my return home I hope to pursue the many new ideas that have been generated in the training courses, and to create an accessible website for PWDs in my hometown. It will urge me to focus my work on "ICT accessibility for PWDs" in the right direction.

The teachers of the training course provide several practical recommendations on our accessible web-site designing:

  1. Attach ALT <alt> (alternative) text to graphic images so that assistive computer technology such as screen readers can reach the content;
  2. For each photograph contributing meaningful content to the page, provide a "D" hyperlink to a page providing descriptive text of the image;
  3. Provide text transcriptions or descriptions for all audio and video clips;
  4. Provide alternative mechanisms for online forms since forms are not supported by all browsers;
  5. Avoid access barriers, such as PDF (Portal Document Format), non-linear format, Frame format or requiring visitors to download software to access the content.

Meeting with so many professional participants of GO and NGO from the other Asia -Pacific region developing country provided insights into policy making and top level thinking about ICT accessibility for PWDs in CHINA. Thanks to the workshop, I acknowledge that it is needed to ensure that persons with disabilities are not treated as problems that must be dealt with, but as human agents with a right to full participation on the basis of equality in all spheres of social life and development. It is needed so that states have a better understanding of their obligations to bring persons with disabilities into the mainstream. And I also recognize that there are two important points in the design of disability-sensitive policy options related to accessible information and communications technologies: first, access to such technologies is not the same as accessible information and communications technologies for all; second, the term &quot;digital divide&quot; refers to the continuum of digital connection capabilities in countries and not to a particular state prevailing among countries.

The workshop was very well organized and the team did a wonderful job. I particularly want to express my gratitude to Mr. Markus and Mr. Nakane for being such excellent teachers and enable me to create a real web-site, although the real web-site is not perfect. I am grateful to the other organizers and staff of the APCD for their support and efforts.

First of all , We really appreciate of the invitation of APCD , the Japan International Cooperation Agency (JICA) , and the Department of Technical and economic Cooperation (DTEC) ,Ministry of Foreign Affairs and ministry of social Development and Human security of the government of the kingdom of Thailand (MFASD),and really thank for that APCD and JICA provided the opportunity to us to accept more information about networking , we're also really grateful to the work which Mr. .Markus , Mr. Nakane and the staff of APCD have done for us.

  1. What we have learnt

    The regional workshop on web-based is one of the useful activities conducted by APCD, JICA ,DTEC and MFASD .The activity promoted an equalization of opportunities for person with disabilities ,particular in the area of information accessibility in the Asia-Pacific region.

    During the workshop, we have understood the concept of information accessibilities for person with various disabilities and the concept of accessible web-based network, we have understood also how to create and manage accessible websites.

    By the workshop, we have leant accessible web-based networking, international standard of web accessibility and the condition of current development of ICT in Asia and the Pacific, a concept of information accessibility for person with various disabilities (blind, deaf, physical, intellectual).

    In the workshop on web-based networking , we accept more living facts about ICT for PWDS' ,particularly ,we have learnt what is the rule on the web for disability. In the workshop on web-based networking, we know that it is necessary to build a accessible, convenient website for PWDs.

    Now , we have known that ICT is important to PWDs , because they have many disabilities and which hinder them to accept more information as the others .So ,developing and expanding the ICT are important to them .in this workshop ,we know that web has provided many accessible methods for them to access the internet. We have known that how people with disabilities benefit the web and technologies on web also. We have known that, there are many barriers to hinder people with disabilities to access the traditional websites .For example, complex images don't have adequately describe, video doesn't describe in text or audio and tables don't make sense to read serially .All of these barriers make it difficult or imposable for PWDs to access the web .Lack of captions and transcripts of audio on the web would slow comprehension for people with hearing impairments. Unnecessarily complex language on websites is also barriers to cognitive disabilities.

    However, we are glad to know that ICT would provide the convenience to Access the web for disabilities .the technologies of multimedia will make it convenient to access the web for disabilities .with the help of ICT, people Who are deaf and blind can be easy to access the web .Various functions of ICT can overcome their disabilities, and make it effective to access internet.

    Now, plans and practices have been acted to increase the ICT. Through this workshop ,we have known that the web is very useful to people with disabilities .PWDs can accept much more valuable information in internet .Their life become more interesting and living .People with disabilities have expand their ability to access the world by ICT.

    We have known how to build a website, we have been given a introduction of extensible markup language, such as XML and CSS .Particular, and we have been training how to design a accessible website. On the hand-on practice of design website ,extensible markup language help us to design ourselves websites , which makes it possible to extend the function of websites ,and we believe that it would provide a convenient ,useful ,effective and living life to disabilities.

  2. What we will do

    Because of the importance of ICT for PWDS' ,we will provide a report to the department of science and technology of P ,C ,China , and recommend them to speed up to extend ICT for PWDS' . Government must provide more convenience and advantage to develop the ICT .at the same time, provide more opportunity to PWDS' to access the web, including practice and education of computer. Meanwhile we will take the responsibility to extend the extensible markup language as possible .we will expand our website with these methods, and make it convenient to access the web. Finally achieve the goal that people with disabilities can access the website very easily and conveniently.

    Upon returning home, we will build the information focal point of the APCD in distributing and collecting disability related information in our country, because we believe it is helpful to PWDs in China .we will do our best to work on it, and it is our honor, too.

Regarding the WEBSITE design at The Regional Workshop on the Web-based Networking
  • Propagate the 'Accessibility issue' as much as possible and inform the Government about it so that in future fully accessible websites can be designed and also existing sites can be made accessible, if not.
  • Update the statistical information provided in the website once in a month, as and when it is released by the agencies providing statistical information. (We regularly update our website to provide the latest information and so the link to my organization home page will also have updated information).
  • Add new links as and when new organizations or websites are added
  • Keep on updating myself about the accessibility issue and improve upon the subject
  • Liaison with other agencies: APCD, other country representatives, so that we can improve up on and provide information each other.

FUTURE PLAN REGARDING INDONESIAN HOMEPAGE FOR DISABLE PEOPLE:

Table of priority:
  1. Ensuring to updating the website periodically (Monthly, Weekly?)
  2. Encouraging and promoting the open source society to develop applications for disabled person, that means free of charges.
  3. Reconstructing homepage of www.depsos.go.id (official homepage of ministry of social affairs of republic of Indonesia), become the first accessible homepage in Indonesia., E.g :
    1. Bilingual, multilingual
    2. Video captured
    3. Sign language streaming
    4. e.t.c
  4. Evaluating other sites in Indonesia (government, ngo, municipality) about their accessibility and sending e-mails about their accessibility status of their sites.
  5. Make new pages in this sites, a new eastern perspective of accessibility (the alternative device of accessibility)

Viet Nam Future plan
  1. In Viet Nam at this time, there is no National Organization of PWDs, so I want to create a website in order to promote awareness of public about PWDs. In this website, there is much information about PWDs in Viet Nam, the disabled can exchange with each other and society. The community can have more knowledge about PWDs. At the end, I want that there will be a National Organization of PWDs in Viet Nam.
  2. There is a website about PWDs in Viet Nam now, but still not suitable, in my opinion. I want to have a website created by PWDs in Viet Nam. It must have more information about life of PWDs, especially in the countryside.
  3. In this website, I want to create a web page about girls and women with disability. That is my plan in the near future, but I don't know when I can implement is, because I come from a self-help group (Bright Future Group). We only have some old computers, not connected to the Internet. We need more help. Thanks for all.

I would like to show my future plan on web site as below;
  1. more pictures with description than text, because most of Thai Deaf people lack of comprehension in Thai Language.
  2. Have DVD for interpreting Thai Sign Language (TSL) about Acts of Law and help Deaf people to know their rights.
  3. Learning TSL
  4. Learing Thai Writing and Reading for Deaf people
  5. Have Sign Language to share opinion or talk with Deaf foreigners on web camera or instant message instead of web board.

After I have got this ICT's training from APDC project, I will join Ms. Kuntarod Chumnangid, who works at Ratchasuda College (RC), to hold up a training course about making web site for Deaf students or Deaf people who are interested, because I am also work at RC as academician for Deaf.

Thank to everyone from APDC project that chose me to attend the project. I have a lot of knowledge to make web site. It is very useful for Deaf people to develop their knowledge and skills about computer.
