Preface

The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.

APCD has been jointly established under the collaboration of the Government of Japan and the Government of the Kingdom of Thailand since August 1st, 2002. Furthermore, APDE is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), other United Nations Agencies and non-governmental organizations whose work is related to persons with disabilities.

The Regional Workshop on Web-based Networking is one of the activities conducted by APCD in cooperation with the Japan International Cooperation Agency (JICA) and the Government of the Kingdom of Thailand through the Department of Technical and Economic Cooperation (DTEC), Ministry of Foreign Affairs and Ministry of Social Development and Human Security to promote the equalization of opportunities for persons with disabilities, particularly in the area of information accessibility, in the Asia-Pacific region.

Course Objectives Upon completion of the course, participants are expected to be able to;
  1. Understand a concept of information accessibility for persons with various disabilities
  2. Understand a concept of accessible web-based network
  3. Create and manage accessible websites
  4. Be an information focal point of the APCD in distributing and collecting disability-related information in his/her country & community
  5. Contribute to APCD regional networking

Expenses & Allowances The following expenses will be borne by the Asia-Pacific Development Center on Disability (APCD):
  1. An economy class round trip air ticket between the participants' capital and Bangkok will be issued. Information about an air ticket (PTA ticket) will be sent to the participant in advance through the Royal Thai Embassy in the participant's country. The airport tax from the Bangkok International Airport will be included.
  2. A necessary living allowance will be paid to the participant during his/her stay in Thailand. This living allowance is for food and other personal daily expenses.
  3. Training expenses, accommodation costs and medical insurance for the duration of the training course will be covered.

Requirement for Application

Application should:
  1. be or should have reasonable expectation to become information officer or equivalent responsible for information management such as we site, resource center, library, newsletter etc., at disability-related organization
  2. willing to serve as an information officer in disability-related field
  3. be familiar with Windows, HTML, Internet and E-mail
  4. be proficient in spoken and written English
  5. be in good health to undergo the training
    *participants should be able to provide computer equipment at his/her organization after the course in order to utilize knowledge and experience learned in the course.
    *In case if participants need a personal assistant due to his/her disability or a sign language interpreter for the training, he/she must provide the personal assistant or the interpreter by themselves. Necessary allowances and travel expenses for the personal assistant or sign language interpreter will be provided by APCD, when APCD recognizes and approves its necessity for the training.

Application Procedure

  1. Each applicant needs to fill out three (3) sets of Fellowship Application Form, stipulated by the Department of Technical and Economic Cooperation (DTEC), the Government of the Kingdom of Thailand, and three (3) sets of Appendix, provided by APCD. Those completed documents should be submitted to a Government agency responsible for Official Development Assistance (ODA) or APCD's Government/semi-autonomous focal point in each country.

  2. Each applicant also needs to send one (1) copy of the completed Fellowship Application From and its Appendix in advance by fax/mail directly to:

  3. Invited countries' Governments, who have received Three (3) completed Fellowship Application Forms and its Appendix from each applicant, should submit all of those documents by the due date to the Royal Thai Embassy or Consulate Office in each respective country, who will then be responsible for forwarding those documents to DTEC in Bangkok, Thailand.
    The submission due date at the Embassy/Consulate Office is June 3, 2003.

  4. After the training participants have been selected by APCD, DTEC will notify the invited Governments of the selection results no later than two (2) weeks before the commencement of the course. Each Government will be responsible to inform their nominated candidates about the selection results.
    Notification of the selection results will be approximately at the end of June 2003

Certificate

Participants who have successfully completed the course will be awarded a certificate issued by the Asia-Pacific Development Center on Disability.

Other Matters

A. Travel Documentation

Prior to arrival in Thailand, all participants MUST first obtain a non-immigrant (F) VISA from the Royal Thai Embassy or Consulate Office in their respective country. Those who are from countries where the Royal Thai Embassy or Consulate Office are not available can apply for "THE VISA ON ARRIVAL" at the Bangkok International Airport upon their arrival.

The advance payment for an application fee for "THE VISA ON ARRIVAL" is 300 Baht (equivalent to approximately US$8) and a receipt is necessary for reimbursement. Please be aware that your name on the receipt should be exactly the same as the one in your passport.

B. Airport Reception and Transferal

Upon arrival, the Asia-Pacific Development Center on Disability (APCD) will provide airport reception and transferal to the hotel for the participants.

Special Attention

  1. Participants are required to arrive in Thailand on the date designated by the APCD.
  2. Participants should assume responsibility for other expenses not provided for which are incurred during the trip between their home country and Thailand.
  3. Participants shall make their own arrangements for any financial matters of a private nature that are not covered under this training course.
  4. Participants are required to fulfill the course requirements.
  5. Participants are requested not to bring any family members with them.
  6. Participants are requested to confirm their flight information and date of arrival in Bangkok to APCD at least three days before the commencement of the course.
  7. Participants are required to submit all receipts, boarding passes and ticket stubs related to their financial arrangement to the seminar secretariat staff upon arrival.
  8. The Royal Thai Government, the Government of Japan, Japan International Cooperation Agency (JICA) and/or the Asia-Pacific Development Center on Disability shall have no liability whatsoever for the participant or his/her personal representatives for injury, illness or death suffered or contracted by the participant arising out of or in the course of his/her participation in the program/course; nor shall The Royal Thai Government, the Government of Japan, Japan International Cooperation Agency (JICA) and/or the Asia-Pacific Development Center on disability have any liability whatsoever towards third parties for compensation for any loss of property, injury, illness or death of such third parties caused by the nominee during the course of his/her participation in the program/course.
