Ministry of Labor and Social Welfare consists of 7 departments,cabinet and its branches in 18 provinces
Department of Labor itself has 4 main functions such as: Labor Policy and Planing, Employment Promotion,Labor Management and skill Development.
Department of Socail Welfare is a department which taking care of disabilities people,disadvantages people,orphants, and also responsible for assistance in emergency cases and etc.
Department of Socail Insurance which covered both public and enterprises insurance
Department of Pension is responsible for the retirement people inorder to make policy and lead to implementation.
For the other departments the main tasks also policy making and for the cabinet is act like administration center of the Ministry which including International Division which is acts as a secretary to the president of Lao national steering committee for people with disabilities, and being condinator between Ministry and other countries concerning on the field, International Organizations and NGOs

Government as a user covers the ways in which the administration use ICT technologies internally to increase its efficiency.The Lao government is does not extensively use the Internet or ICT in general. Not all ministries have Internet access and for those who have the access is also limited to a few internet accounts.The average number of PCs with Internet access in each department is about 10 to 15 limited to the top administration. Consequently,noly few employment has their own e-mail account at work. Although most ministries are planing to set up their own web-site, so far only 5 ministries are currently on line. Under E- govrnment program,the gevernment ISp was lunched in 2001 by LANIC, which aimed to establish the wireless link among government office in Vientiane and connection between provincials administrative offices. In the May 2003 there are 16 ministries office in Vientaine and 2 provincail administration officehave attached to the system which estimated around 1,000 PCs are connected.Project is still under process of building the infrastructure and provision of Internet access only.
The computerization system can be found only at large company,also the companies which having communication with overseas partners are having e-mail and Internet access. Currently there is no National ICT policies and Master plan. However in begining of the year 2002, the Politburo of Central Committee has issued the guideline for promoting the ICT utilization and development for the country as the following expectation:
Even the gorvernment has no specified legislation for prevention the specified right of people with disabilities,but we have constitution and law for all people in the society. The disabilities people also have equalization as the other people do in the whole country.
At the present the national committee has coordinated with the concerned ministries and has been studied the feasibility to draft the legislation for the disable people for submitting to the National Assembly for approval.
We have no statistic system of disabillties people, but based on the estimated number of all kinds of disabilities people in the whole country is about 455,294 people or 10 percent of all population.
These people are closely taken care by their own families and some are supported by government especially the handicapped veterans and leprosy.
Most of disabilities persons are living in the country side and earning their living by agriculture and handicraft, only few of them have been enrolled to the work for government and factories or commercial companies.
