The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.
APCD was jointly established with the collaboration of the Government of Japan and the Government of the Kingdom of Thailand on 1 August, 2002. APCD is also working in close cooperation with the United Nations (UN) Economic and Social Commission for Asia and the Pacific (ESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities.
Currently, a Comprehensive and Integral International Convention on the Protection and Promotion of the Rights and Dignity of Persons with Disabilities has been actively discussed at the UN. In the ESCAP region, there have been many relevant workshops held at international and domestic levels with many persons with disabilities participating.
Despite such great initiatives concerning human rights advocacy in the Asia-Pacific region, participation of persons with intellectual disabilities and persons with psychiatric disabilities are less, compared to other disability groups. Although their human rights tend to be neglected or/and violated in many countries in the region, their own voices have seldom been heard and their collective power has not been utilized, especially in developing countries.
In this context, APCD is going to organize an international workshop to facilitate human rights advocacy of such marginalized disability groups; persons with intellectual disabilities and persons with psychiatric disabilities. Through this workshop, it is expected that a "human rights advocacy" network will be formed among participants and their supporters.

Please note that the copy sent directly to APCD is advance informal information only. For the selection, APCD will consider application forms which have come through the official channel (from the Royal Thai Embassy to APCD via DTEC).
Governments of invited countries, who have received three (3) completed Fellowship Application Forms and Appendixes from each applicant, should submit all of the documents by the due date to the Royal Thai Embassy or Consulate in their respective countries, who will then be responsible for forwarding those documents to DTEC in Bangkok, Thailand.
The due date for submitting the application documents to the Royal Thai Embassy/Consulate is February 10, 2004.
After the training participants have been selected by APCD, DTEC will notify the Governments of the selection results no later than two weeks before the commencement of the course. Each Government will be responsible to inform their nominated candidates about the selection results.
Notification of the selection results will be approximately by March 1, 2004.
Prior to arrival in Thailand, all participants MUST first obtain a NON-IMMIGRANT VISA from the Royal Thai Embassy or Consulate in their respective countries. If there is no Royal Thai Embassy or Consulate available, participants can apply for "THE VISA ON ARRIVAL" at the Bangkok International Airport upon their arrival.
The advance payment for an application fee for "THE VISA ON ARRIVAL"is Baht 300 (equivalent to approximately US$ 8) and a receipt is necessary for reimbursement. Please be aware that your name on the receipt should be exactly the same as the one in your passport.
Upon arrival, the Asia-Pacific Development Center on Disability (APCD) will provide airport reception and transferal to the hotel for the participants.
