The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.
APCD was jointly established with the collaboration of the Government of Japan and the Government of the Kingdom of Thailand on 1 August, 2002. APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities.
APCD considers Community-based Rehabilitation (CBR) as one of the greatest priorities in human resource development in the Asia-Pacific region. In fact, in the least-developing countries in the Asia-Pacific region, CBR is regarded as an alternative method to provide low-cost rehabilitation for persons with disabilities. Thus far, many existing CBR programs have been so far successful in meeting the basic needs of persons with disabilities, especially in regards to medical rehabilitation.
Although many CBR programs have been effective in enhancing the quantity and quality of rehabilitation, the goals of CBR such as the capacity-building of communities and the empowerment of persons with disabilities are still challenging. In order to meet the goals, methods to facilitate the participation of community members, especially persons with disabilities, in the CBR programs need to be strengthened as well as the resource mobilization/development. This would ensure the community's ownership of their CBR program and the sustainability of empowering persons with disabilities in their community.
This time, a course entitled "Training to Strengthen CBR through a Participatory Comprehensive Approach" will be conducted in order to strengthen existing/planned CBR programs in Cambodia, Lao PDR, Myanmar, Viet Nam and Thailand.
