PREFACE

The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993 - 2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.

APCD was jointly established with the collaboration of the Government of Japan and the Government of the Kingdom of Thailand on 1 August, 2002. APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities.

APCD considers Community-based Rehabilitation (CBR) as one of the greatest priorities in human resource development in the Asia-Pacific region. In fact, in the least-developing countries in the Asia-Pacific region, CBR is regarded as an alternative method to provide low-cost rehabilitation for persons with disabilities. Thus far, many existing CBR programs have been so far successful in meeting the basic needs of persons with disabilities, especially in regards to medical rehabilitation.

Although many CBR programs have been effective in enhancing the quantity and quality of rehabilitation, the goals of CBR such as the capacity-building of communities and the empowerment of persons with disabilities are still challenging. In order to meet the goals, methods to facilitate the participation of community members in the CBR programs need to be strengthened as well as the resource mobilization/development. This would ensure the community´s ownership of their CBR program and the sustainability of empowering persons with disabilities in their community.

This time, a course entitled "Training to Strengthen CBR through a Participatory Comprehensive Approach" will be conducted in order to strengthen existing/planned CBR programs in Lao PDR, Viet Nam and Thailand.

Course Objective

To strengthen an existing/planned CBR program in Lao PDR, Viet Nam and Thailand by training the above target group to:

  1. Share common fundamental values in CBR
  2. Understand a comprehensive approach to CBR
  3. Equip themselves with practical methods for enhancing community participation in CBR
  4. Develop CBR strategies according to each situation and the needs

Expenses & Allowances The following expenses for each selected participant will be borne by the Asia-Pacific Development Center on Disability (APCD) :
  1. Training expenses (e.g., lecture fee, field visit charge)
  2. An economy class round-trip air ticket (PTA ticket) between his/her nearest airport and Bangkok/ Khon Kaen.
    *APCD will inform each trainee in advance of the details of a PTA ticket.
  3. Accommodation during the training period
  4. Per diem for necessary daily expenditures (e.g., food) during the training period
  5. Medical insurance during the training period

*Any expenses spent in his/her country before/after the training should be borne by each participant.

REQUIREMENT FOR APPLICATION

An applicant should:

1. Be one of the following:

  1. Manager/coordinator of an existing/planned CBR program
  2. Senior government official responsible for the CBR program
  3. Representative of a self-help organization of persons with disabilities
*For an applicant who needs to have an accompanying personal assistant or a sign language interpreter for the training, s/he needs to inform APCD of the details through his/her APPENDIX OF NOMINATION FORM (Article: Disabilities). Necessary expenditures (e.g., travel expenses, etc.) for the selected participant´s personal assistant or a sign language interpreter can be borne by APCD, after APCD confirms the need.

2. Apply as a team from the above listed 3 categories from the same CBR program and/or the same geographic area where CBR is planned/implemented.

* The team must include a minimum of two (2) WOMEN.

3. Be between the age of 22-55

4. Have basic knowledge/skills of the English language

* If most of the Training applicants are NOT fluent in English, the APCD´s Government/semi-autonomous focal point must discuss this issue with APCD in advance through an e-mail/fax/telephone call concerning a possible arrangement for a language interpreter (English into their local language).
* Blind persons understanding English Braille as well as deaf persons able to use international sign language are preferable.

5. Be in good health in order to complete the training course

6. Be nominated by their respective government in accordance with the procedure stipulated in the "APPLICATION PROCEDURE".

APPLICATION PROCEDURE

  1. Each applicant needs to fill out three (3) sets of the Fellowship Application Form, stipulated by the Department of Technical and Economic Cooperation (DTEC), the Government of the Kingdom of Thailand, and three (3) sets of Appendix, provided by APCD. Completed documents should be submitted to a Government agency responsible for Official Development Assistance (ODA) or to APCD´s Government/semi-autonomous focal point in the country of each applicant as follows:

  2. Each applicant must fax or mail one (1) copy of the completed Fellowship Application Form and its Appendix in advance directly to:

    The due date for submitting the application documents to the Embassy/Consulate is September 5, 2004

  4. After the training participants have been selected by APCD, DTEC will notify the Governments of the selection results no later than two (2) weeks before the commencement of the course. Each Government will be responsible to inform their nominated candidates about the selection results.

    Notification of the selection results will be approximately by 5 October, 2004

CERTIFICATE

Participants who have successfully completed the course will be awarded a certificate issued by the Asia-Pacific Development Center on Disability.

OTHER MATTERS

  1. TRAVEL DOCUMENTATION

    Prior to arrival in Thailand, all participants MUST first obtain a NON-IMMIGRANT VISA from the Royal Thai Embassy or Consulate in their respective countries. If there is no Royal Thai Embassy or Consulate available, participants can apply for "THE VISA ON ARRIVAL" at the Bangkok International Airport upon their arrival.

    The advance payment for an application fee for "THE VISA ON ARRIVAL" is Baht 300 (equivalent to approximately US$ 8) and a receipt is necessary for reimbursement. Please be aware that your name on the receipt should be exactly the same as the one in your passport.

  2. AIRPORT RECEPTION AND TRANSFERAL

    Upon arrival, the Asia-Pacific Development Center on Disability (APCD) will provide airport reception and transferal to the hotel for the participants.

SPECIAL ATTENTION

  • Participants:
    1. are required to arrive in and depart from Thailand on the dates designated by APCD.
      The originally designated flight schedule cannot be changed.
    2. should assume responsibility for other expenses not provided for which are incurred during the trip between their home country and Thailand.
    3. shall make their own arrangements for any financial matters of a private nature that are not covered under this training course.
    4. are required to fulfill the course requirements.
    5. are requested not to bring any family members with them.
    6. are requested to confirm their flight information and date of arrival in Bangkok to APCD by e-mail (training@apcdproject.org) or fax (662- 247 2375) at least three days before the commencement of the course.
  • The Royal Thai Government, the Government of Japan, Japan International Cooperation Agency (JICA) and/or the Asia-Pacific Development Center on Disability(APCD) shall have no liability whatsoever for the participant or his/her personal representatives for injury, illness or death suffered or contracted by the participant arising out of or in the course of his/her participation in the program/course; nor shall The Royal Thai Government, the Government of Japan, JICA and/or APCD have any liability whatsoever towards third parties for compensation for any loss of property, injury, illness or death of such third parties caused by the nominee during the course of his/her participation in the program/course.
