Preface

The Asia-Pacific Development Center on Disability (APCD), Ministry of Social Development and Human Security in collaboration with Japan International Cooperation Agency, located in Bangkok, Thailand, is a legacy of the Asian and Pacific Decade of Disabled Persons (1993-2002). Its objective is to promote the empowerment of persons with disabilities and a barrier-free society in developing countries in the Asia-Pacific region.

APCD has been jointly established under the collaboration of the Government of Japan and the Government of the Kingdom of Thailand since 1 August 2002. Furthermore, APCD is also working in close cooperation with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), other United Nations agencies and non-governmental organizations whose work is related to persons with disabilities.

Information and Communication Technology (ICT) has been a driving force for economic and social development, and continues to spur the globalization process. However, benefits of ICT have spread unequally, between disabled and non-disabled persons.

The concept of information accessibility for PWD is not widely recognized, and also, is not well understood. The information barrier for PWD exists in the growing information society, making PWD vulnerable, especially in developing their skills, knowledge and potential.

Information services for PWD, especially persons with print disability (please see the Appendix page 5 for the Definition of Persons with Print Disability), who are unable to or have difficulty accessing print materials should be equally provided. Since government agencies need to understand the issue of information accessibility for PWDs in order to create an information society for all, representatives of PWD are eagerly working for governments and public agencies to comprehend this issue.

Training of ICT for Persons with Print Disability will be conducted in order to teach production and services of DAISY and other ICT for persons with print disability including blindness, visual impairments, dyslexia, learning disabilities, cerebral palsy, strokes, brain injuries, and motor disabilities, etc. APCD believes that if persons with print disability can access information more easily and equally, they will not be as vulnerable in the emerging information society.
