5.1 Profile of Governmental Organizations for Persons with disabilities

The Special Education Section of the Ministry of Education serves as the Secretariat for the Special Education Council. Through the Ministry, the Government allocates funds to operate special education in special schools. The Council is the Governmentﾒs central coordinating body for all special education at both the private and governmental levels.

The Ministry maintains separate divisions that oversee preventative, promotive and curative services for PWDs, including the Child Health Division, The Leprosy Control Center and The Epidemiology and Disease Control Division.

The Ministry of Local Development oversees the District Development Committee and the Village Development Committee which are authorized to protect the livelihood of communities including PWDs. The Ministry also maintains the records of PWDs and works for the protection of the disabled according to national policies.

The Ministry is the principal governmental organization handling the overall development and coordination of all activities related to women, children and social welfare of PWDs. The Ministry has enacted and implemented legislation and coordinates programs to provide equal opportunities for PWDs.

The Social Welfare Council oversees the service and development sectors while monitoring and coordinating the activities of local and international NGOs in the country.
